Academic Quality,Accreditation ,Standards and Qualification Framework Department

The Department of Academic Quality,Accreditation ,Standards and Qualification Framework Department provides leadership, reporting to the Executive Director, in the areas of policy development and implementation with respect to the development and enhancement of quality aimed at maintaining standards of all higher education provision. The Department of Academic Quality coordinates and monitors the work of the Council with respect to its responsibility for the academic quality and standards of higher education in Rwanda.

Specific Duties and Responsibilities:

1. Advise the Executive Director on all matters relating to the quality and standards of higher education.

  • Ensure that reviews are carried out to enable private higher education institutions to be awarded operating licenses - Monitor the implementation of the Qualifications Framework for Higher Education and ensure that the Code of Practice and regulations are reviewed and updated as necessary
  • Organise and oversee the delivery of a national capacity building programme to support the transformation of higher education
  • Facilitate annual self assessment of all academic programmes as per the schedule
  • Advise on minimum entry requirements into HLIs in Rwanda which should be benchmarked on other countries
  • Plans work schedules, prioritizes tasks to meets deadlines
  • Provides leadership, reporting to the Director General, in the areas of policy development and implementation with respect to the development and enhancement of quality aimed at maintaining standards of all higher education provision

2.Coordinates and monitors the work of the Council with respect to its responsibility for the academic quality and standards of higher education

  • Maintain professional relationships with all, national, regional and international quality assurance bodies working in higher education
  • Organise Academic quality Assurances training for HLI to facilitate enhanced teaching and learning performance
  • Monitor higher learning infrastructure and facilities standards to support a high quality learning environment
  • Periodically monitor Higher learning staff qualification and performance in learning and teaching
  • Support HLI staff development, performance improvement and opportunities for innovation in Learning and teaching
  • Regularly monitors administrative and management approaches of higher learning institutions.
